Design of competencies for the management of science, technology and innovation projects in the Nuclear Energy and Advanced Technologies Agency of Cuba

Abstract

Objetivece: This report presents an initial approach to the competencies for managing Science, Technology and Innovation (CTI) projects at the Agency for Nuclear Energy and Advanced Technologies (AENTA). The research uses both information from academic databases and empirical analyzes formulated through instruments such as interviews and surveys. Methodology: At first, three generic dimensions (technical, contextual and behavioral competencies) are determined through bibliometric analysis, each with clusters of competencies for the management of STI projects. In a second moment, its field evaluation is carried out at the AENTA; A survey is designed and applied to thirty project managers, who rated 14 competencies, evaluating parameters such as the relevance and level of mastery required for each competency; A Likert scale is used (between 1 and 5). Results and Discussion:  The results show that competencies such as leadership, resource management and time management have a high weight both in importance and level of mastery, standing out as key areas for success in CTI project management. Essential interpersonal skills, such as effective communication and conflict resolution, are also identified, necessary to foster a collaborative environment. Conclusions: Significant variability is observed in contextual competencies such as negotiation and adaptation to the environment, which indicates different levels of experience among managers. Originality: In this way, the ongoing project aims to provide instrumental contributions for the design and implementation of competencies that enhance the management of STI projects both at a general level and at the AENTA.
